The History of the Embassy

Ukrainian-Azerbaijani diplomatic relations have deep historical roots. They began back in the time of the proclamation of independence of the Azerbaijan Democratic Republic (ADR) on May 28, 1918. In September of the same year, the first Ukrainian consulate was opened in Baku.

On September 21, 1919, the Ministry of Foreign Affairs of the ADR recognized the president of the Ukrainian community in Baku, Holovany, as the temporary vice-consul of the Ukrainian People's Republic (UNR). Further strengthening of diplomatic ties occurred on February 8, 1919, when the Head of the Special Diplomatic Mission of the UNR in Azerbaijan, Ivan Kraskovsky, presented his credentials to the Chairman of the Council of Ministers and Minister of Foreign Affairs of the ADR, Fatali Khan Khoyski.

On October 10, 1919, the Ukrainian diplomatic mission arrived in Baku, consisting of the head of mission Krayevsky, Consul General Lev Lesnyak, Secretary Count Andriy Tyshkevich, Military Attaché Colonel Mykola Chekhivskyi, Attaché Ivan Polyansky, and Officer for Special Assignments Grizer. The next day, the mission was presented to the Minister of Foreign Affairs Mamed Yusif Jafarov.

After Ukraine declared independence on August 24, 1991, Azerbaijan recognized its statehood on February 6, 1992. On the same day, diplomatic relations between Ukraine and Azerbaijan were established.

The Embassy of Ukraine in the Republic of Azerbaijan began its activities on May 5, 1996. Initially, it rented premises in the Azerbaijan Hotel. Since October 15, 2001, the Embassy has been operating in a building located on Yusif Vezir Chemenzeminli Street, named after the first Ambassador of Azerbaijan to Ukraine.

Special attention to the history of diplomacy between the two countries was given in 2008 when the Ambassador of Ukraine to Azerbaijan, Borys Klimchuk, proposed to install a memorial plaque on the building at Mykolaivska Street (now Istiglaliyyat Street), where the Special Diplomatic Mission of the UNR operated in 1919–1920. This initiative was realized during the official visit of Ukrainian President Viktor Yushchenko to Baku on April 9–10, 2009. In the presence of Azerbaijani President Ilham Aliyev, the memorial plaque was solemnly unveiled.

Today, the Embassy of Ukraine in Azerbaijan plays a key role in strengthening bilateral relations based on historical friendship, mutual respect, and strategic partnership.
