The establishment of cooperation at the level of regions of Ukraine and Azerbaijan, which also allow covering small and medium-sized businesses, has a significant potential for the deepening of trade and economic cooperation, the development of tourism, cultural and humanitarian ties.

The current legal basis of bilateral relations in regional cooperation area is as follows:

• Kyiv – Baku. Agreement on cooperation between the city of Kyiv (Ukraine) and the city of Baku (Republic of Azerbaijan). Signed on September 12, 1997 in Kyiv. Memorandum on establishment of twinning relations between the city of Kyiv (Ukraine) and the city of Baku (Republic of Azerbaijan). Signed on September 10, 2021 in Kyiv.
• Cherkasy city – Sumgait city. Agreement on the establishment of friendly twinning relations between the cities of Sumgait (Azerbaijan Republic) and Cherkasy (Ukraine). Signed on August 3, 2003 in Sumgait.
• Dnipro – Ganja. Agreement on the establishment of twinning relations between the cities of Dnipro (Ukraine) and Ganja (Republic of Azerbaijan). Signed on September 1, 2005.
• Rivne region – Gabala district. Protocol between the Rivne Regional State Administration of Ukraine and the Executive Power of the Gabala District of the Republic of Azerbaijan on cooperation in the economic and socio-cultural spheres. Signed on November 18, 2013 in Gabala.
• Truskavets – Guba. Agreement on cooperation (partnership) between the city of Truskavets (Ukraine) and the city of Guba (Azerbaijan Republic) on trade, economic, scientific, technical and cultural cooperation. Signed on December 17, 2019 in Baku (during the official visit of President of Ukraine V. Zelenskyi to the Republic of Azerbaijan).
• Odesa city – Ganja city. Protocol on intentions. Signed on December 17, 2019 in Baku (during the official visit of President of Ukraine V. Zelenskyi to the Republic of Azerbaijan).
• Lviv region – Nakhichevan AR. Agreement on cooperation between the Lviv Regional State Administration and the Nakhichevan Autonomous Republic. Signed on January 31, 2020 in Kyiv (during the 12^th meeting of the Joint Intergovernmental Ukrainian-Azerbaijani Commission on Economic Cooperation).
• Irpin city – Lachin city. Memorandum of Understanding on establishment of twinning relations between the city of Irpin (Ukraine) and the city of Lachin (Republic of Azerbaijan). Signed on September 30, 2024 in Lachin (during the working visit of Major of Irpin city O.Markushyn to the Republic of Azerbaijan).
• Ivano-Frankivsk region – Shamakhi district. The parties have agreed on the text of the Agreement on Cooperation between the Ivano-Frankivsk Regional State Administration (Ukraine) and the Executive Authority of the Shamakhi District (Republic of Azerbaijan). The signing of the document is planned during the next high-level visit.
