Ukraine and Azerbaijan Strengthen Cooperation in Higher Education: Azerbaijani Students Choose Ukrainian Universities
Ukraine consistently expands international educational cooperation with Azerbaijan. The high demand for Ukrainian education among Azerbaijani citizens is evidence of trust and international recognition of Ukrainian higher education institutions.
As of January 1, 2025, 4,340 Azerbaijani citizens were studying in higher education institutions in Ukraine. Azerbaijan consistently ranks among the top five countries sending the largest number of students to Ukraine. Overall, in 2025, Ukrainian universities educate 24,944 foreign students, with Azerbaijan ranking 4th in terms of the number of students studying in Ukrainian higher education institutions:

Among the most popular specialties chosen by Azerbaijani students in Ukrainian universities are management, economics, law, maritime and inland water transport, finance, and banking. Also in demand are computer sciences, computer engineering, fire safety, software engineering, as well as public administration.
This reflects the wide range of educational opportunities in Ukraine attracting Azerbaijani youth.
Foreign applicants receive assistance from the Ukrainian State Center for International Education of the Ministry of Education and Science of Ukraine, which manages foreign students’ studies in Ukraine. The Center’s website — Study in Ukraine – Ukrainian State Center for International Education — is the main platform to guide foreigners in the Ukrainian education system. It contains all necessary information about universities, specialties, educational programs, and more.
Currently, Ukrainian universities offer flexible study formats, allowing students to choose the most convenient form of education — full-time, distance, or blended learning. This approach takes into account students’ individual needs, geographic mobility, and possibilities, while ensuring a high-quality academic process under any circumstances.
In addition, Ukraine actively integrates into the global educational space by offering international learning opportunities. In particular, Ukrainian higher education institutions participate in the Erasmus+ program, which opens broad opportunities for academic mobility, joint research, and short-term exchange programs. A special advantage of Ukrainian higher education is also dual degree programs (Twinning programs) implemented in partnership with universities in the United Kingdom — these allow students to simultaneously obtain Ukrainian and European diplomas.
By choosing Ukrainian universities, foreign students gain a full range of benefits. This includes extensive international cooperation involving academic exchanges, joint scientific projects, and access to global expertise. Many Ukrainian universities are ranked in global educational ratings (QS, Times Higher Education, Webometrics), demonstrating growing international authority and recognition of the quality of higher education.
At the same time, Ukrainian education remains affordable, combined with a high level of teaching and modern infrastructure. It is based on European standards — Ukraine participates in the Bologna Process, and educational programs comply with the European Credit Transfer and Accumulation System (ECTS), simplifying international recognition of diplomas.
Special attention is paid to language issues in education: programs are available in Ukrainian, English, French, and German, and preparatory courses for learning Ukrainian are also offered. Innovation and startup culture are actively developing — universities have science parks and incubators where students can realize their ideas and engage in research.
