Ukraine and Azerbaijan deepen cooperation in healthcare: new agreements signed

Minister of Health of Ukraine Viktor Liashko paid a working visit to the Republic of Azerbaijan to strengthen Ukrainian-Azerbaijani partnership in the field of healthcare — in particular, in pharmaceuticals, medical training, and the restoration of healthcare infrastructure.

The Ukrainian delegation included Mykhailo Radutskyi, Chair of the Verkhovna Rada Committee on National Health, Medical Care and Health Insurance; Edem Adamanov, Deputy Minister of Health of Ukraine; as well as the heads of leading medical institutions — the National Cancer Institute, the National Children’s Specialized Hospital “Okhmatdyt”, and Kharkiv National Medical University.

As part of the visit, an Agreement on Cooperation in the Field of Healthcare and Medical Science was signed between the Ministries of Health of Ukraine and Azerbaijan.

The document outlines the main areas of partnership:
• development of the pharmaceutical sector;
• control and prevention of infectious diseases;
• medical education, internships, and professional development;
• digital transformation of healthcare;
• international scientific cooperation;
• investment in medical infrastructure;
• development of modern medical management.

“The signing of this Agreement lays the foundation for systematic cooperation between Ukraine and Azerbaijan in the field of healthcare and medical science. It opens new opportunities for implementing joint projects, exchanging experience, attracting investments, and advancing educational initiatives. These are practical steps that will benefit the citizens of both countries,” emphasized Viktor Liashko.

Another important outcome of the visit was the signing of three memorandums of cooperation between Ukrainian and Azerbaijani medical institutions:

1. Okhmatdyt National Children’s Specialized Hospital — K.Y. Farajova Institute of Pediatrics
Cooperation in pediatrics, neonatology, pediatric surgery, and intensive care. The memorandum provides for academic exchange, joint research, advanced training, and implementation of scientific projects.

2️. National Cancer Institute of Ukraine — National Oncology Center of Azerbaijan
Partnership in the prevention, diagnosis, and treatment of cancer in adults and children, as well as professional exchanges and joint educational activities.

3️. Kharkiv National Medical University — Azerbaijan Medical University
An educational and scientific partnership that includes academic exchanges, joint educational programs, scientific research, participation in international grants, and cultural and youth initiatives.

Such partnerships will promote the exchange of experience, the implementation of best practices, and the improvement of healthcare quality in both countries.

The Ukrainian delegation also took part in the 27th Azerbaijan International Medical Innovations Exhibition, within which the Azerbaijan–Ukraine Pharmaceutical Dialogue was held — a platform for discussing prospects for joint sectoral development.

“The Ukrainian pharmaceutical industry has strong potential. Our manufacturers offer the world high-quality, effective, and safe medicines. We are open to cooperation in establishing joint ventures, industrial parks, and developing industrial cooperation between Ukraine and Azerbaijan,” stressed Viktor Liashko.

The parties agreed to develop joint pharmaceutical production, strengthen regulatory cooperation, and expand exports of Ukrainian medicines, which are already actively represented on the Azerbaijani market.

During a meeting with the leadership of the Ministry of Economy of Azerbaijan, the sides discussed investment projects and the participation of Azerbaijani companies in the development of Ukraine’s medical infrastructure.

The Minister expressed gratitude to the Azerbaijani side for its comprehensive support of Ukraine during the war — in particular, for assistance in the reconstruction of the city of Irpin and the repair of the Irpin Central City Hospital.

The total volume of Azerbaijan’s humanitarian aid to Ukraine has already exceeded 44 million USD.

The Ministry of Health of Ukraine continues to expand its international partnerships aimed at strengthening the healthcare system, developing medical infrastructure, and introducing innovative solutions.
